A consultation  at a dentist should in 99% of cases include xrays
There is no way around it. 

If you as a patient want to have the best and accurate  diagnoses the dentist need to take xrays to aid them in making a propper diagnoses.

So on you next visit be thankfull that your dentist whants to take xrays it not to make money  it is tk give you the best possible treatment as the patients oral health is our most important consern
